The federal government issues a chosen number of immigrants that fall under the Provincial Nominee Program. Economic immigration program designed to assist the provinces to meet the labour market and economic development specified to their province. The provincial government nominates and assesses applicants for permanent residence, and CIC (Citizenship and Immigration Canada) makes the final decision on each candidate and issue permanent resident visas. CIC is responsible for criminal clearances and medical of the applicant.
PNP eligibility criteria can be based on Express Entry Stream or Non Express Entry Stream.
To be eligible under Non-Express Entry stream, applicant must meet minimum precondition set out by the province. They send paper application to CIO, Nova Scotia, once nominated.
To be eligible under Express Entry stream, candidate must meet minimum precondition of the province. You must also build an Express Entry profile and show that you meet minimum needs of Express Entry. Once nominated, candidate applies online for PR, once he receives an Invitation to Apply from CIC.
